Paul Kevin Marchetti, age 78, passed away December 22, 2025 at Johns Hopkins Hospital surrounded by loving family. Born in Boston, Massachusetts to Charles and Helen (Welch) Marchetti, Paul is survived by his beloved daughters, Kathleen Marchetti and Meg Marchetti (Matt Blakeslee), former wife Debra Cornelius, loving partner Laura Spanos, and sister Donna Marchetti. He is also survived by niece Lisa Marchetti (Harry Atkinson) and her children Iris and Hillary, niece Nicole Stapleton, cousin John Welch (Wilma Wever) and their son, James. He was predeceased by his brother, Charles “Chuck” P. Marchetti (Patricia Probst) and his sister Linda Marchetti.

Paul graduated from Medford High School (MA), earned a B.A. in Economics from the University of Massachusetts-Boston, and an M.A., Ph.D. in Economics from the University of Maryland. He spent his career in government public service at both the federal and state levels. Paul worked as an economic analyst in the U.S. Environmental Protection Agency and later as an economist in the U.S. General Accounting Office in Washington DC. In 1988, Pennsylvania Governor Bob Casey Sr. appointed Paul as the founding Executive Director of the Pennsylvania Infrastructure Investment Authority (PENNVEST). Over 29 years with PENNVEST, Paul served under six governors and aided in improving public health, water quality, and environmental protection across the Commonwealth. Upon his retirement in 2017, he was recognized for his bipartisan, ethical leadership. Today, PENNVEST continues to be a model for community infrastructure financing in the U.S. and abroad.

Beyond his pioneering government service and environmental stewardship, Paul will be remembered most for his kindness and generosity of spirit that defined his relationships with family and friends. His thoughtfulness and patience, sense of humor, and faithful commitment to community were cornerstones in his relationships with others. Above all, Paul was deeply devoted to his daughters, taking immense pride in their lives and accomplishments. He remained unwaveringly committed to his family and friends, offering a source of support, compassion, and warmth to all who were fortunate enough to know him. Paul treasured family vacations on Cape Cod, where time with family created lasting memories. A lifelong fan of Boston sports, Paul was rarely seen without his ever-present Boston Red Sox cap. At home, Paul enjoyed his time hosting weekly movie nights, listening to jazz, and spending hours reading books. He became a cherished regular at the local coffee shops and restaurants he frequented as part of his daily routine.

Paul’s presence enriched the lives of many and will be remembered with deep affection and gratitude by all who knew him. A service in remembrance of Paul will be held January 25, 2026 from 1:00 pm to 3:00 pm at the Carlisle Ribbon Mill (320 E. Louther St., Carlisle PA 17013).

In accordance with his wishes, Paul’s final resting place will be Nantucket Sound on Cape Cod, MA.
